How to get a barangay clearance for a job, and when it's free
What to bring to your barangay hall, why the fee differs from place to place, and how first-time jobseekers get it free under RA 11261.

A barangay clearance comes from your own barangay hall. There's no national website for it, and no one national list of requirements or fee: on our reading, each barangay sets its own. So this guide gives you what the law says and what to ask, and your barangay fills in the rest. Read on 7 October 2026.
Where to get a barangay clearance
Go to the barangay hall where you live. That's also where the First Time Jobseekers Assistance Act (Republic Act No. 11261) puts it: its rules tell the barangay to issue the clearance to first time jobseekers, and tell you to get your certification "from his/her place of residence".
If your barangay has an official page, check it for office hours before you go.
What to ask your barangay hall before you go
- Which IDs they accept, and whether you need proof that you live there.
- How much the fee is, and whether it's free for first time jobseekers.
- How long it takes, and whether you can wait for it.
- What purpose to write. For first time jobseekers, the rules call it a clearance "for employment purposes".
- Who signs it. For first time jobseekers, the rules say the Punong Barangay or an authorized officer, on the barangay's official letterhead with a dry seal.
First job? You shouldn't pay for it
RA 11261 lists "Barangay clearance" in Section 4 among the documents a first time jobseeker gets without fees. Its rules, Joint Memorandum Circular No. 001 of 2019, tell the barangay to issue the certification and clearance for employment purposes "free of charge".
To qualify, you're a Filipino citizen looking for work for the first time, and you've lived in the barangay for at least six months. You sign an Oath of Undertaking at the barangay. If the barangay still charges you
RA 11261 says no government office may issue "unduly restrictive regulations" that take away what it grants, and calls that an administrative offense. Under its rules, you complain to the head of the agency concerned, who should act within three working days. If it's still unresolved, it goes to the Inter-Agency Monitoring Committee chaired by DOLE.

Barangay clearance, certification or ID?
The first time jobseeker certification is its own document on DOLE's Form 1. DOLE's form says you're a qualified availee of RA 11261 and is valid for one year. A barangay ID or certification with your picture and signature is on PSA's list of valid IDs. If your employer's list says "barangay", ask which one they mean.

How much is a barangay clearance?
Your barangay sets the fee, so ask at your barangay hall. First time jobseekers with a barangay certification under RA 11261 shouldn't be charged.
What are the requirements for a barangay clearance?
There's no national list; your barangay decides. Ask which ID they accept and whether you need proof you live there. For the free first time jobseeker version, the rules ask for at least six months living in the barangay.
Can I get a barangay clearance from a barangay where I don't live?
RA 11261's rules tie the first time jobseeker certification to the barangay where you've lived for at least six months. For a regular clearance, ask the barangay.
Is a barangay clearance the same as a police clearance?
No. Your barangay hall issues the barangay clearance, and the PNP issues the police clearance through pnpclearance.ph. RA 11261 lists them as separate documents.
